Both! We now offer our products to both business and consumers. For over 35 years we have been strictly a business-to-business distributor of wholesale balloons, plush and gifts. Our website is now open to consumer shoppers! The pricing you currently see when browsing the site is for consumer purchases only. Qualified Wholesalers will still receive discounted pricing by creating a new business account or logging into their existing account.

How do I create a business account?
If you are a business with a valid Federal Employer ID Number (EIN) or State Sales Tax ID Number you can request a New Business Account here. Complete the Wholesale Account Registration form. Submit a copy of ONE of the following to customer service: 1) EIN Certificate 2) IRS Tax ID Verification Letter or 3) State Resale Certificate You can submit tax documentation by email to or fax to 1-800-843-0518. If your registration request is made during regular business hours we will activate pricing for you as soon as we receive a copy of your Tax Certificate. For requests made after business hours, pricing will be activated the following business morning provided we have received a copy of your Tax Certificate. You will receive an email confirmation when verification is complete and your account has been activated.

Is there a minimum order purchase amount required?
All first-time orders are subject to a minimum purchase requirement of $100.00 (before shipping and tax). For returning customers, a minimum order of $50.00 (before shipping and tax) is required. Orders under $50.00 are subject to a $5.00 processing fee. The fee will be added to the total shipping costs.

Do you back order items?
No, we do not back order any items.

How is sales tax charged?
Sales tax will be applied on orders shipped in the state of Missouri. To process a Missouri order without sales tax a copy of your MO tax exemption form and ID number is required. If you do not have a tax exempt form, please click here to download a form. Acrobat Reader is required to view the form. Please submit your form by fax to 1-800-843-0518 or email to here.

What forms of payments are accepted for online purchase?
We accept Mastercard, Visa, American Express, Discover, and PayPal. Cardholder name and billing address subject to bank verification.

What is Yahoo Wallet Express Checkout?
Progressive Balloons and Gifts supports Yahoo Wallet Express Checkout. You can securely store your address and credit card number with Yahoo Wallet, and checkout with only a few clicks of your mouse.

When I submit credit card information through the Progressive Balloons and Gifts web site, is it secure?
All online transactions at Yahoo! Stores are handled with industry-standard SSL encryption. When you enter your credit card number into the order form, it is transmitted across the Internet in an encrypted (scrambled) form, then decoded when it gets to us.

Can I order by telephone?

Does Progressive Balloons accept checks or CODs for telephone orders?
No. CODs and checks are not accepted. However, Visa, American Express, MasterCard, and Discover and PayPal can be used for payment.

Will Progressive Balloons & Gifts send an order confirmation via email?
Yes. An order confirmation email is sent to the email address provided during the checkout process.

How can I find the status of an order placed online?

Will Progressive Balloons & Gifts sell or rent my email address to other companies?
No. Please review the Progressive Balloons and Gifts privacy policy.

What are the available shipping options?
Orders are generally shipped via FedEx Ground. If faster shipping is required, please contact our customer service department at 1-800-843-0517 for available shipping options. Air-filled stick balloon orders for P.R., AK and HI will ship through the US. Postal Service only. Additional delivery time is required.

Can you ship to APO or FPO addresses?
No, we do not ship to APO or FPO addresses.

Can orders be shipped outside the U.S.?
At this time, Progressive Balloons and Gifts does not accept orders from outside the United States. Orders from Alaska, Hawaii and Puerto Rico require additional shipping charges. Please contact our customer service department at 1-800-843-0517 to obtain exact shipping rates and delivery time.

What is Progressive Balloons & Gifts' return policy?
  • Returns are made for manufacturer defects or damaged goods only.
  • If a return is needed for a reason other than damage or defect, please contact customer service at 1-800-843-0517 within (30) days of purchase to request a return approval. If approved, all returned items will be subject to a 20% re-stocking fee. (This does NOT apply to damaged goods.) Customers are responsible for all freight costs.

  • Please inspect all products upon arrival. Any defective items or shortages must be called in within 48 hours of receipt. We will provide you with a Return Merchandise Authorization Number (RMA).

  • We will provide equivalent replacement product for manufacturer defects or damaged goods. Products must be unused and in the original packaging (if applicable). These items must be returned to Progressive Balloons & Gifts and are subject to our inspection.

  • Defective Seasonal merchandise must be called into Progressive Balloons & Gifts within 10 days following the holiday it was purchased for. (Must be merchandise purchased for the current year). We will provide you with a Return Merchandise Authorization Number (RMA).

  • We will provide equivalent replacement Seasonal products from the same season or holiday for manufacturer defects or damaged goods. Products must be unused and in the original packaging (if applicable). These items must be returned to Progressive Balloons & Gifts and are subject to our inspection. We will not exchange seasonal products for another holiday or season.

  • All merchandise must be shipped with a Progressive Balloons & Gifts RMA shipping number included on or in the package and returned within two weeks of the issue date (RMA is closed after 2 weeks and no credit will be issued on any merchandise returned after that date).

  • We will reimburse any shipping charges incurred due to returns of manufacturer defects, over-shipped products, or damaged goods.

  • When returning defective balloons, please do not puncture balloons.
