We have been a business-to-business distributor of wholesale balloons, plush and gifts for 30 years. How To Create A Wholesale Account:
We are a wholesale only supplier therefore we only accept business sales from qualified retailers. For pricing information and to place an order online, please review the steps below to set up a Wholesale Account.

You must be a business with a valid Federal Employer ID Number (EIN) or State Sales Tax ID Number.

  1. Register by using the “Wholesale Sign In / Register” text link above the top navigation bar.

    Wholesale Registration uses OpenID. OpenID is the fast, easy and secure way to sign in to web
    sites. You will have no additional User IDs and Passwords to remember. Register and Sign In
    using your existing Yahoo! or AOL user ID and password. Learn More about OpenID.
    Don't have a user ID? Sign up with Yahoo! or AOL, then come back to register with us.

  2. Complete the Wholesale Account Registration form.


  3. Submit a copy of ONE of the following: 1) EIN Certificate 2) IRS Tax ID Verification Letter or 3) State Resale Certificate

    Submit Tax Documentation by email to CustomersService@ProgressiveBalloons.com or fax to
    1-800-843-0518. If your registration request is made during regular business hours we will activate pricing for you as soon we receive a copy of your Tax Certificate. For requests made after business hours, pricing will be activated the following business morning provided we have received a copy of your Tax Certificate. You will receive an email confirmation when verification is complete and your account has been activated. Hours are 8:00 a.m. - 5:00 p.m. Central Time (M-F).

  4. Once you have been approved, Sign In with your OpenID username and password using the “Wholesale Sign In / Register” text link above the top navigation bar or the “Sign In for Pricing” text link on each item page.

All first-time orders are subject to a minimum purchase requirement of $100.00 (before shipping and tax).

How To Create A Customer Account:

Our Customer Account Registration is optional and separate from the Wholesale Account Registration process. A Customer Account uses the same OpenID user name and password as a Wholesale Account but Sign In and Registration is done separately, prior to checkout. Please review the steps below to set up a Customer Account.

When you register a Customer Account with us you can enjoy these benefits:

  • Place an order in a few clicks, without re-entering shipping and billing information each time you shop.

  • Store shipping and billing address(es), and other profile information that can be updated at any time.

  • Easily re-order items with one click.

  • Access order information and history.

  • Fast and secure registration using trusted OpenID providers. Sign In and Register using your existing Yahoo! or AOL user ID and password. No additional User IDs or Passwords to remember.


  • Registering is Easy!

    1. Sign In / Register using the “Customer Account Sign In / Register” text link on the left
      side, above the blue navigation bar. You can also Sign In / Register during checkout.

    2. Complete the Customer Account Registration form and click "Register".

    3. Click "My Account" to view details of current orders, order history, re-order items, and to
      update your customer, shipping and billing information.
    Sales Tax - Missouri Customers Only:
    Sales tax will be applied on orders shipped in the state of Missouri. To process an order without sales tax we require ONE of the following documents:
  • Exemption From Missouri Sales And Use Tax Certificate.
  • A completed Missouri Sales/Use Tax Exemption Form (Form 149). If you do not have a tax exempt form, please Click Here. Acrobat Reader is required to view the form.
  • Your Exemption Certificate or 149 Form must be submitted to customer service before your order will be released for shipment. Submit documents by fax to 1-800-843-0518 or email customerservice@progressiveballoons.com.
    Ordering Information:

    Please note the following:

    • All first-time orders are subject to a minimum purchase requirement of $100.00 (before shipping and tax).
    • For returning customers, a minimum order of $50.00 (before shipping and tax) is required. Orders under $50.00 are subject to a $5.00 processing fee. The fee will be added to the total shipping costs.
    • Please note pack quantities and minimum order quantities if applicable.
    • Please consider sufficient shipping time for special orders.
    • We do not back order any items.
    • Due to the additional production time needed to design and/or order products for custom orders, we require a minimum investment all custom orders. Please contact a Customer Service Rep at 1-800-843-0517 for minimum purchase requirements and to discuss your custom order needs.
    • Please provide us with a street address for shipping. We can not deliver orders to a P.O. Box.
    • For your security, the billing address entered MUST match the billing address on file with the credit
      card company or the order will be cancelled. Cancelled orders cannot be saved and will be required
      to be re-entered or phoned in.
    • Progressive Balloons & Gifts reserves the right to refuse service, terminate accounts, and/or cancel
      orders at our discretion.
    • All prices are subject to change without notice.
    Shipping Information:
    • We are located in the state of Missouri, just west of the city of St. Louis. Our location in the central US enables us to ship to all continental US destinations within 3-4 business days via FedEx Ground Service.
    • All in-stock orders placed before 1:00pm CST will be shipped the same day. All in-stock orders placed after 1:00pm will ship on the following business day.
    • Shipping charges will be added to every order at check out. Orders are generally shipped via FedEx Ground. Delivery days are based on number of business days; not including Saturday, Sunday or holidays. Ask your customer service representative for other delivery options.
    • If merchandise is not received within 15 days from the date you receive your tracking number, contact Customer Service at 1-800-843-0517 Ext. 1 or email CustomerService@ProgressiveBalloons.com to request a shipment trace. Shipment traces must be performed by the shipper company's delivery driver and can only be done within 15 days from the date the order ships. This does not apply to orders shipping to P.R., AK and HI.
    • We do not recommend express shipping on any pre-inflated balloons, including gift items with pre-inflated balloons. They are affected by pressure changes during flight.
    • We do not ship to APO or FPO addresses.
    • At this time, Progressive Balloons and Gifts does not accept orders from outside the United States.

    • Orders from Alaska, Hawaii and Puerto Rico require additional shipping charges. Please contact customer service at 1-800-843-0517 to obtain exact shipping rates and delivery time. Air-filled stick balloon orders for P.R., AK and HI will ship through the US. Postal Service only. Additional delivery time is required.
    Payment Methods:
    We accept MasterCard, Visa, American Express, Discover, PayPal and PayPal Bill Me Later. Cardholder name and billing address subject to bank verification. Please note; NO INTERNATIONAL credit cards are accepted.
    Return Policy:

    Please inspect all orders upon arrival. Report any issues to a Progressive Balloons & Gifts customer service representative within 48 hours of receipt at 1-800-843-0517.

    • Any order shortages must be reported within 48 hours of receipt.
    • Any damaged or defective merchandise must be called into Progressive Balloons & Gifts within 48 hours of receipt. We will provide you with a Return Merchandise Authorization Number (RMA).
    • We will provide equivalent replacement product for manufacturer defects or damaged goods. Products must be unused and in the original packaging (if applicable). These items must be returned to Progressive Balloons & Gifts and are subject to our inspection.
    • Defective Seasonal merchandise must be called into Progressive Balloons & Gifts within 10 days following the holiday it was purchased for. (Must be merchandise purchased for the current year). We will provide you with a Return Merchandise Authorization Number (RMA).
    • We will provide equivalent replacement Seasonal products from the same season or holiday for manufacturer defects or damaged goods. Products must be unused and in the original packaging (if applicable). These items must be returned to Progressive Balloons & Gifts and are subject to our inspection. (We will not exchange seasonal products for another holiday or season.)
    • When returning defective balloons, please do not puncture balloons.
    • All merchandise must be shipped with a Progressive Balloons & Gifts RMA shipping number included on or in the package and returned within two weeks of the issue date (RMA is closed after 2 weeks and no credit will be issued on any merchandise returned after that date).
    • We will reimburse any shipping charges incurred due to returns of manufacturer defects, over-shipped products, or damaged goods.
    • When returning defective balloons, please do not puncture balloons.
    • Returns are made for manufacturer defects or damaged goods only. If a return is needed for a reason other than damage or defect, please contact customer service at 1-800-843-0517 within (30) days of purchase to request a return approval. If approved, all returned items will be subject to a 20% re-stocking fee. (This does NOT apply to damaged goods.) Customers are responsible for all freight costs.
