We are confident we can provide all retailers, both large and small the quality products and service you and your customers deserve.

To Become A Customer:
  • You must be a business with a valid State Sales Tax Resale number.
  • Your State Tax Resale Number is required at the time of purchase.
  • A copy of your Resale Certificate must be emailed or faxed to customer service before your order can be released for shipment. Fax to 1-800-843-0518 or email customerservice@progressiveballoons.com.
  • All first-time orders are subject to a minimum purchase requirement of $100.00 (before shipping and tax).
  • Sales Tax - Missouri Customers Only:
    Sales tax will be applied on orders shipped in the state of Missouri. To process an order without sales tax a copy of your MO tax exemption form and ID number is required. If you do not have a tax exempt form, please click here to download a form. Acrobat Reader is required to view the form. Please submit your form by fax to 1-800-843-0518 or email to customerservice@progressiveballoons.com.
    Ordering Information:

    If this is your first time ordering please note the following:

    • All first-time orders are subject to a minimum purchase requirement of $100.00 (before shipping and tax).
    • A copy of your Resale Certificate must be submitted to customer service before your order can ship.
    • For returning customers, a minimum order of $50.00 (before shipping and tax) is required. Orders under $50.00 are subject to a $5.00 processing fee. The fee will be added to the total shipping costs.
    • Save time when you shop by creating an account with us. Register and Sign In using your existing Yahoo!, Google, or AOL user ID and password. Account users can easily manage their customer information, reorder with one click and access their order history.
      (*Note: This feature can only be used with a Yahoo!, Google, or AOL user ID and password. A Progressive customer number is not valid user name or password. Don't have a user ID? Sign up for a Yahoo!, Google, or AOL user ID, then come back to register with us.)
    • Please note pack quantities and minimum order quantities if applicable.
    • Please consider sufficient shipping time for special orders.
    • We do not back order any items.
    • Please provide us with a street address for shipping. We can not deliver orders to a P.O. Box.
    • For your security, the billing address entered MUST match the billing address on file with the credit card company or the order will be cancelled. Cancelled orders cannot be saved and will be required to be re-entered or phoned in.
    • Progressive Balloons & Gifts reserves the right to refuse service, terminate accounts, and/or cancel orders at our discretion.

    Shipping Information:
    • We are located in the state of Missouri, just west of the city of St. Louis. Our location in the central US enables us to ship to all continental US destinations within 3-4 business days via FedEx Ground Service.
    • All in-stock orders placed before 1:00pm CST will be shipped the same day. All in-stock orders placed after 1:00pm will ship on the following business day.
    • Orders are generally shipped via FedEx Ground. Delivery days are based on number of business days; not including Saturday, Sunday or holidays. Ask your customer service representative for other delivery options.
    • FREE SHIPPING - Progressive Balloons & Gifts will pay ground shipping costs on all orders over $250.00 (before tax). If faster shipping is desired on these orders, please contact our Customer Service department for applicable rush-shipping fees. Does not apply to P.R., AK or HI.
    • We do not recommend express shipping on any pre-inflated balloons, including gift items with pre-inflated balloons. They are affected by pressure changes during flight.
    • We do not ship to APO or FPO addresses.
    • At this time, Progressive Balloons and Gifts does not accept orders from outside the United States.

    • Orders from Alaska, Hawaii and Puerto Rico require additional shipping charges. Please contact customer service at 1-800-843-0517 to obtain exact shipping rates and delivery time. Air-filled stick balloon orders for P.R., AK and HI will ship through the US. Postal Service only. Additional delivery time is required.
    Payment Methods:
    We accept MasterCard, Visa, American Express and Discover. Cardholder name and billing address subject to bank verification. Please note; NO INTERNATIONAL credit cards accepted.
    Return Policy:
    • We will provide refunds on manufacturer defects and damaged goods only (subject to our inspection).
    • Please inspect all products upon arrival. Any damaged or defective items must be called in within 24 hours of receipt.
    • We will not issue call tags for returns.
    • We will reimburse any shipping charges incurred due to returns of manufacturer defects, over-shipped products, or damaged goods.
    • Note: For All Returns - You must call and obtain a return authorization number from one of our customer service representatives. There will be a 20% re-stocking fee. (This does NOT apply to damaged goods.)
    • When returning defective balloons, please do not puncture balloons.
